Patchy Theme

Is there a way to code when the second row of navigation buttons displays? I have ten pages in the site and in Firefox and IE7 the top row of nav buttons run off the right side of the theme and it looks bad and is hard to see. In Safari the dispaly is perfect. Not a guru in html coding but can follow examples and have written code in VB in the past.
