Or you can not bother with those settings in PlusKit and just put @import((Footer)) in a text stack wherever you want it to appear at the bottom of any page. See the rwandanstories website as an example. The mini-sitemap and supporters logos were created once and imported everywhere.

What I did was create a stack page, name it footer, spiffy it up as I wanted, then inserted the @import((Footer)) via a text stack into each page. (In my case I was using a theme with Extra Content areas—so I put a text stack inside an Extra Content stack (with appropriate number, that was in the footer area). Did once, copied and inserted into other pages.
I don't know if your trigger setup will work. But I've never tried it. Let us know how it goes.
My sense is there is a more elegant/simpler way to accomplish things than what I did: but since I only have 15 pages on a current site it was small work to copy/paste to all 15. But there's likely a way to accomplish what I did in a simpler manner.
