Here's a shot in the dark.
Something that comes to mind is a plugin called @stash. You can add snippets of code (your links) to the @stash plugin and put the @stash link to those snippets on multiple pages. When you update a snippet in the @stash plugin all pages using that snippet will be updated too.
If this is not what you are looking for, maybe you can describe what you would want the Link Manager plugin to do?

something like "LinkMan reciprocal link manager" as a PlugIn will be much appreciated:
it could be incorporated to RapidWeaver Site, but I believe that it's not a best solution.
