He's aware of the problem and AFAIK he's working on a solution.
You are right.
PayPal must have changed its Sandbox integration.
Now cart content must be expressly passed to http://www.sandbox.paypal.com in order to test it.
We will fix this in next update.

RapidMaps resources are stored in "files" folder inside your RapidMaps page folder.
Unfortunately this is not possible at the moment.

PlusKit doesn't import all resources needed by RapidCart.
Loghound, PlusKit's developer, is aware of the problem.
