This page uses Sections Pro in the top banner to provide the video BG and the section below uses Sections angle. What I am struggling with is if there is a way to ‘overlap’ the bottom one on the top one to get rid ot the white space so it looks more like the image attached
I appreciate I might be applying it incorrectly but I wondered if it was actually capable of acheiving this and if not, is there something else?

Yes, you just need to apply a negative top margin to the lower section to pull it up.
The process and the way to estimate that amount you will need is explained on the page below, in your case the angle is 2 degrees, so just pull it up by -2%. At the moment you have a +2% margin so just make it negative.
You will also need to increase the ```Priority setting to something more than the default zero value, this will bring it in front of the section above.
