As I understand it, the Base license allows three Custom Components and two Globals per Project, while Plus and Pro allow unlimited quantities.

Suppose a developer creates a Project containing several Custom Components, including components using custom HTML, and sells that Project through the Marketplace.

Would someone with a Base license be able to open, edit, and publish that Project with all the included components working normally?

More specifically, do Custom Components and Globals already included in a purchased Project count against the Base license limits, or do those restrictions apply only when the purchaser creates additional components themselves?
