How do I set things up so that all foreground items move up and down over a still Background?

I just used a container with a background set the container to fixed

Messed with a few settings and additional containers, no parallax component used, I just kept adding and adjusting, now I know its possible I will keep trying, it was only 5 mins of testing
A good challenge to see who could make the best parallax page straight out of the box with Elements without the need for a component, power of Elements

Steve, thanks for all your help.
Check **Fixed background with all else moving over it** to see how I was able to achieve it. You might like to comment on any potential errors in it.
