How does one open up a project file is the server can’t be found? I have a project where the files are exported to a server on our corporate network. Normally, this poses no issue, but our VPN is down at the moment, which means I can’t connect to the server. RW seems to be in an endless loop at start up.

No, I keep all of my project files on my MBP. I warehouse everything I can, but that shouldn’t matter since the images, PDFs, etc., are all available on the Internet, not our Intranet.
