Fallback to site settings, and override per page if required. Very rarely do I personally use per page, unless it’s a specific app landing page or something. To much work. Happy if they just land at my home page if they follow a social link.
Edit: I mean for all the meta data, even description and tags. (For when I’m really lazy).
