Now that imported images default to Site Image, it should be possible to edit the image like standard image stacks (eg for rotation, etc.) However, double clicking on them has no effect. How do you do this?

You should still be able to drag and drop a “non-site” image stack from the stacks library to the page, and add the image afterwards into this stack.

Then you should see the image editing controls after double click.

I certainly can, but this now means if I see an issue I have to delete the site image stack and replace it with a standard stack in order to do what I want. This is not an improvement to work flow. I don’t see why the site image stack needs to be non-editable.

Because it is a site image stack, which is non editable.
