Does anyone know if RapidWeaver still requires us to include the following JS file with themes?

This was something we had to include with all themes for quite a while, but I’m unsure if RW still requires this?

I still include the open in new window code for links but not the other code. However, I use my own version of the code.
Is there any case where RW does not generate the target="_blank" attribute?
I tested in 8.9, and it seems this attribute was already generated there for a Stacks and Styled Text page.
