Add JS shared via CDN

I want to add https://cc.cdn.civiccomputing.com/9/cookieControl-9.x.min.js this script as a global script so it gets loaded across the site, where can I add this in Elements?

No problem, you can add site wide code into the site Template, you can find it under Project Settings:
