What the title says: you cannot drag a Core Icon to the Title icon area on the Page Settings page. Doing that deletes what was there but does not show the new SVG.
The pop-menu really needs more than Add Resource, Add File, Add Remote Resources. It needs Add Core Resources, as well. And if you bought any of the resource packs, ditto: we need a Add to appear there, as well.
I’ve tested this and it appears to work just fine here…
Can you show a video of the bug, or share a project where I can re-create it?
Those files aren’t actually in your project yet so won’t appear in the resources menu.

That’s not what I reported. It’s a drag from Core to an icon placeholder in PAGE SETTINGS:
That’s problematic. In essence, these are a special version of Remote Resources, but don’t conform to the UX you’re trying to establish.
