After upgrading to Sequoia I am not able to open my project with this error:
‘/Users/pavelmerinsky/Documents/WEB/dbu-alloy-v3.rwc/Pages/2-TV/Data/Contents.plist’ file does not exist
The file does exist and it it is readable.
Is it possible to rebuild the file from the web content?

.plist files aren’t published so you wouldn’t be able to rebuild it from the web content.
Do you have Time Machine backups enabled on your Mac? If so you could try to restore an older version of that .plist file to see if it works.
Also you mentioned the file is readable, but make sure it also has the correct owner and group permissions as well.
