Changing image size

I am unable to change size of images. Someone earlier posted that he used Preview/Tools to resize it, and then added the adjusted photo to Elements.

This does not work for me. No matter what file size I select in Preview, the final image size on the Elements page is always too large.

Dan did you a video on origonal post have you seen it?

Have not seen it, and can’t find it.
