The Pro License includes extra Developers Tools for building Dev Packs.
Where / how do I access those?

Right now, it’s just the Theme Studio, you’ll see a button to “Create Theme”. This is only available on the Pro license. We’ll be making more changes in the coming months!

That wording sounds like the plan is we will require a pro licence to even create dev packs for personal use?
Or will we still be able to manually create functional dev packs in the same vein, as we can still manually create functional themes with the lesser licence?
At the moment there’s nothing changing there, so no need to start polishing the tin-foil hats just yet!
