Elements base vs plus

Can someone explain me (as RW Classic) user the differences or maybe limitations between the Base and the Plus version of Elements please.
What does it mean to have only 3 custom or 2 global components on a website?
I would like to try out Elements, the branding isn’t of interest since it would be a testsite maybe as a subdomain.
