Folders in Template Panel

I noticed in the template panel that there is a slight problem. If you create an EMPTY folder you cannot drag it to a different position unless you first put something inside of it.

This seems like it might be a bug!

This is in my custom ElementsPak that this happens. It is not a problem in the resources panel when creating an empty folder in my pak. Only seems to happen in the Templates panel in my pak.
