If I sell a project that uses more than 3 Custom Components and more than 2 Globals, and it is purchased by a user who uses the Elements Base license (which only supports 3 Custom Components and 2 Globals) what happens for that user?
They will be able to use the project with the included components and globals, so they should be just fine.
However, they won’t be able to create new/more custom components or globals of their own in that project.
