Does anyone know of a property theme. “Rent and buy property”. Have had a look and have not been able to find anything. Even if I could find something as a starting point.

You may know this already but there aren’t ‘themes’ in the WordPress sense, that it might come with a property management module for example; rather RW themes are mainly designed for more general use.
Though as Tapio says, there are devs who have designed themes that are inclined towards a particular type of website.
