I believe you can do it already. The top bar is an accordion, the bottom a menu bar.
The placement of the icons versus the v indicator might be an issue. I just built a variation of this and the accordion opener is, of course, to the right of that row. Which brings up a question for Dan: can we put on the ToDo list the ability to move to the accordion indicator to the left side?
