@Dan, can I customize when the new Scroll To Top button appears on the page in Elements?

Only at the bottom would be good … not all over.
Well… the “Scroll to Top” button, is just a Button. It’s not a fancy new component, it’s a button with some settings changed to make it behave like a “scroll to top component”.
This is the power of Elements, it lets you build these things right out of the box, no extra addons required

Okay, so after recording that, I thought you’re bound to just ask for one that appears as you scroll down, so I dug out the old custom component I built…
