Are older stacks files of any use with elements?
No
No. Rapidweaver and Elements are two very different things so your RW add-on’s will not work in Elements.
Elements is far more powerful than RW however so a lot of what various stacks did can be achieved with the basic app.

One more Q: When posting a Q, I used to be able to attach a screenshot to show my elements page and settings, but now when I click on the paper icon a new page comes up, and i am not confident as to how to proceed.
You can also just drag a screenshot or other graphic into the editing window
