How do I change the “North Eleven” type in the Menu? I don’t seem to be able to delink the global anywhere in the document. When I am able to attempt a change I am presented with an advice to upgrade.

which licence do you have Elements Base?, not sure that should make a difference not sure what this means, if you buy a template you would need to be able to edit

You can change without unlinking, just use global overrides
You can do that by updating the Title in the Project Settings.
If you want a different type of logo, you can change the Logo → Type in the Menu component’s controls.
