I deleted the classic site but now Elements fails. Had to republish the Classic site while I troubleshoot.
The answer is, there is a second place to input your web address.
Publishing Settings>General>Web Address

Yep, that’s the public site URL (Site Settings → General). It’s separate from the FTP host and path, so it’s easy to miss when you’re moving a domain over from Classic.

That’s the only place you really need to input the website address.
The field in the Publishing settings for your website address is only needed if you are wanting to override the website address you’ve got listed in the General settings for some reason (like if you are wanting to publish to a different website addresses temporarily or something).
What confused me was the test connection worked without that field filled in.
