I have added the following HTML to Elements but it doesn’t work, I just get a blank screen, any help would be appreciated, of course I have exchanged “my_video_id” with a real id.

That looks like the code for an entire web page and won’t work in a custom component. You’d have to extract the styles and the HTML within the body tags.
However, Elements already supports playing Vimeo files. All you need to do is drag the Vimeo link from your browser to Elements resources, then add a Video component and set the video resource.

Hello Tom, the Video component only supports adding Vimeo files if they’re “public”, which is rather frustrating. It took me ages to work out what the problem was, and when I did make the video “public” it notified all my subscribers that I’d uploaded a new video, which is a real pain in the bum – suddenly my number one video on vimeo was a graphical header element and several followers (not unreasonably) unsubscribed. That was even though I changed the Vimeo privacy setting back to “hide from vimeo” as soon as Elements had “on-boarded” it!
Feature request:
please can you make the component accept Vimeo videos that are “unlisted” and “hidden from vimeo”. Thanks!
