I notice in the licensing, that you have to pay extra for a “resell” web site. What exactly is this type of web site? Can I not use elements to sell my products? Can I not accept payments via PayPal without this license?

If you’re creating and selling websites to a client or third party, you’ll need to purchase a Pro license.
You are free to sell your own products on your website with all versions of Elements.

As of now, there are no components for selling products within Elements, but using a service like Cartloom, it is very easy to create one using their code snippets and a custom component.
Vibralogic also provides a comprehensive package for online selling.
I use Cartloom on four of my sites.
