RW 7 not publishing the Resources folder

RapidWeaver Version: Version 7.0.3 (17837b)
System Version: 10.11.5 (15F34)
Hardware: MacBook Air (13-inch, Mid 2012) 1.8 GHz Intel Core i5 4 GB 1600 MHz DDR3 Intel HD Graphics 4000 1536 MB

Issue:
Resources folder and files not being published

Expected Result:
The resources folder and files transferred to the server when published

Steps to Reproduce:
I created a brand new project file

Added a .png to the resources section.

Added a Stacks page

Added a button with a link to the resource

Published all files

Vise page and clicked link

Received 404 error

Used FTP Client to view server

Saw that resources folder does not exist

“republished all files” several times.

No change

I would like to confirm I am experiencing the exact same issue. RW 7.0.2, Mac OS 10.11.5, iMac Retina 5K.

Basically in the project file the links to Resources exist and are set properly. However after publishing, Re-publishing, marking everything as changed and republishing again, none of the links to their respective Resource assets are working. Basically it just jumps to the top of the page or gives a 404 error.
