Banner image flows into Title Bar

I dropped an image that was 1080 X 603 into the Banner area under the General area. however when I Preview it and also after I published it, the image goes into the Title Bar area, plus it is not responsive or resize when I view it in iPhone.
Any ideas?

Unfortunately without a URL where we can see the issue its very difficult to add much value.
