There are some pointer stacks that let you change the cursor but this looks like something you’d need JS for. Like this.
I have to ask though - why would you want to?

I was just wondering how it was done…LOL, maybe I could add an auto-starting sound file to the page too. Isn’t RETRO in again? 
I actually remember seeing a stack that did this though I have no recollection of developer or stack name. Sorry. But I think it does exist.
