Image alt tags appears on the web page itself during preview (see screenshots below).

My setup includes Foundation and other normal stacks. Using version 8 or Rapidweaver.
But does it happen on a published page?? Kind of hard to tell based on your screenshots (hint, drag and drop them in the future, they will show up on the page and if they are a big image, you can click on them) if the image stacks are in anything, but I just tried this here and it works great for me. You can see a video of what I did here.
