Is there CSS or other method to modify an image that has been place in the banner section (RW 7 or RW8) so that I can add a overlay or mask?
It’s certainly feasible in most themes using CSS and a pseudo selector.

The exact code is nearly always going to be different, depending on the theme used.
Are you only wanting a colour tint effect, or something more extravagant with repeating textures?
Wanting to lower the opacity of the banner image, the jpg are just a little distracting, may be a bit until I can publish a page still gathering content. I may look at a Flood theme with an option to use a freestyle banner. Good to know that it is possible when i get to that point
