Are there any add-ons out there to convert Rapidweaver sites into PWAs? A client wants them and up until now I have had to resort to Wordpress, which is fine but it is not Rapidweaver.

Have you looked at Electron.js? Combined with node and React it gets you a very, very long way.
You will never see this kind of functionality in RapiidWeaver however, and rightly so.
