Not sure if I understand the issue, but if it is just a matter of someone else seeing the project in Preview mode, what about Teamviewer.
That’s a pretty expensive product just to view a website.
You can setup a test area (folder or sub domain) and restrict access with htaccess and htpassword and save the monthly subscription.
But it’s free for personal use.
This even though might be nonprofit it’s not personal use.
*Personal use is limited to computers and devices that are not being used for business or other commercial tasks.
Besides the best way to test a draft version of a website is on a live server with the environment as close to possible as the real production site.
