Need a modal window- show on page load, once per day per visitor, multiple pages (partial?), no repeat

For a temporary announcement… Need a modal window - show on page load, once per day per visitor (ip), on multiple pages (using a partial, hopefully). Though on multiple pages, show only once per day.
