RW7 Resources - Re-Link resource?

In the Resources what does the button called Re-link resource do exactly? If it is in resources, surely it is the folder somewhat confusingly called /resource (not /resources). Re-link what to what?

Resource files links not working in RW7

I’m a long-time RW user, and recently upgraded from RW6 to 7. There were a lot of issues but I resolved them, or so I thought. When I export/publish my site, links to files and downloads from the Resources folder don’t work.
