I developed a problem publishing my website and remembered seeing this article recently about Macs hanging when copying files.
Yes, I have been using OS 10.15
After hopelessly checking and multiple tries to reenter my publishing fields with no luck, I booted from my external drive that still has Mojave and without any problems was able to upload.
It seems as though the bug was introduced by APPLE, perhaps there were more 
I hope this helps if anyone has a sudden problem, I believe it WAS working for me after upgrading to 10.15 and don’t understand why the problem suddenly occurred but I did recently reset the PRAM/NVRAM because of another issue and that could have been the trigger.
