I noticed that each time I change web icon, it would not be recognize as a change to project file so it won’t let me publish new web icon unless I use Publish All which take forever on a huge site.
Is there a quicker way?

The web icon is specified at the top of every page so changing it requires that every page be republished.
An alternative is to use this site to make all the icons (favion, Android, Windows tile etc). https://realfavicongenerator.net/
It will generate some code you place in the head and a package of icons you upload to your server.
You could then easily replace the icons at a later date without having to change the code.
You need to remove any icons you’ve already set in RW8 as they will most likely override the https://realfavicongenerator.net/ ones.
