Safari is being so weird

I have a new mac book pro.
I’m working away from home so am on an unfamiliar internet provider, but it seems as though its working fine …but safari keeps stalling and so it seems I have no internet.
Also its acting so strange with Rapidweaver … for example even when I refresh it does not show new changes… which makes me blame RW and think that publishing changes are not taking place.

Any ideas on how I can fix it?

Do you have deleted the cache memory in safari, before you look, what is new?
For that you have to show the developer environment in Safari.
