Can you copy stacks from one project to another?
Yes, or you could in RW7. You can copy entire partials.
Yes, Copy and Paste work as you might expect between projects. As @SanityFox noted, you can also copy a stack that contains many other stacks.
Drag and drop between projects works great too.

Yes drag & drop drop is awesome. A great way if you designed a great layout in Foundry or Foundation and want to save time setting up new projects.
