When I add a new stack to a page (in this case a Left Floating Image) the Image Download Arrow is greyed out and I am unable to add the image.
What version of OS X are you running? What version of RapidWeaver and Stacks are you using?
It looks like maybe RW5.x, but I’m not sure. It may be an incompatibility between the OS version and RW/Stacks versions.

Maybe Stacks v2 has issues with OS X v10.14.3. That’s quite an old version of Stacks.

That’s an old version of Stacks and I suspect that’s where your problem lies.
the problem may lie in the use of a fairly recent version of RapidWeaver and a years old version of stacks. That is bound to have some issues. It is always best to use versions that are of the same era.
but to answer the question specifically…
that’s as enabled as that arrow ever looks. in fact it doesn’t gave a disabled state. so if you can see the arrow it’s enabled and ready for an image.
perhaps it’s an issue with the particular image?
or the version issues above?
or even a permission issue with the images you’re dragging in?
