Suggestions to accomplish this effect?

What I would like to accomplish is a similar effect, as Apple did with the Catalina website.
Scrolling down/up causes a zoom in/out effect. In their case from an complete view of a landscape to same image on the screen of a macbook.

How can I replicate this effect? I’m using RW8, Stacks, Foundation and White Duck.
