Can Total CMS be edited on a PC?
Yes, absolutely. 
No problem. 
I have up to 30 sites based on Total CMS, and nearly all of my clients are editing that content on their Windows PCs (Windows 10 preferred)…

Many of these sites I made for clients do use Total CMS to edit the content: Web-Portfolio - WOLF websolutions GmbH

But I think you don’t need these examples, since you won’t actually see any difference to sites which do not use Total CMS for editing…
