Big Sur and moving stacks

Has anyone else noticed that moving stacks on a page under Big Sir is an act of faith! They leap about all over! Or is it my installation that has a problem? I have RW 8.7.

I can replicate that here too. I have a page with 12 banners all hidden to keep the page tidy and if i try to move one from the middle into a different order it always forces it to the top of all the banners.

I have been working with @Isaiah on this today. I am pretty sure he is already working on a solution.
