Cart system stack without the need of checkout payments?

I’m on the search for a stack that will allow users to add products to a cart, and then submit that the cart info without needing to go through a payment process. Basically something that collects the users choices of product, but then emails the store to self fulfil the items and charge the user separately to the site.

Does anyone have any recommendations of stacks that has their functionality and it relatively simple to set up?
