H1 size change?

My site title has become large all of a sudden and does not respond to changes I make within the theme.
So I added the css

h1 {
font-size: 150%;
}
to the home page and this worked.
However when I added same css in settings so will work throughout the site it does not change anywhere

Fixed it. Adding the css in settings code area did work throughout the site. It just didn’t show up in preview

Hi buddy, i have had it on good authority that CSS added to Settings/Code/CSS doesnt “work” until the Site is Published.
