Are you right clicking the page in the page panel (on the left)?

Yes I right-click
And after that, I click Publish Page (tried with and without others keys)
Next window shows that it will publish ALL 190 pages and not only the 3-4 pages thats “connected" to the page

And what happens if you do that exact same thing again? Typically the first time you do this it will publish all css files, etc but after you do it once it will publish only the few files needed. Try the exact same page again and see what happens.
