Does anyone know of a way to recreate the pop up panel links in this website?
The are the four ‘bars’ that pop up when you hover over them and are linked to other pages within the site. I know there are a few pop out side panels but I have looked all over the place for a solution.

I think there may be something like what you want, but it’s not coming to mind.
There’s definitely a few “slide out” stacks. I use Glider a lot, but there are a few others. More here:

I have looked at glider and it is a great stack but slides the whole side out/up/down and I was being rather fussy and wanting slide up boxes! Of course it was the only feature in websites that a friend wanted in his website!
