Can you connect to the site with an FTP app? Try exporting to local folder and then ftp up all the files.
I think I’ve seen this in the past and it had to do with the number of connections. You can try reducing them to 1 (then 2, then 3, etc). I think once, I was able to go into my cpanel and cancel current connections, and then it work properly again.
