I am new here as an amateur website designer. I wanted to know how I can build a website with about 4 languages in responsive design with IFRAME integration. Possibly additional software.

Sure you can. The main component would be the RWML (multi-language) stacks suite from S4S. This developer offers free demo versions of all his products and an excellent after-sale support. I am using this suite of stacks for my tri-lingual site for few years now and I got no problems with RWML. Also, it’s worth mentioning that he has lots of free/donationware stacks.
After that, you can pick up stacks for just about any purpose.
An alternative to RWML is @joeworkman’s Agent stack. I’ve used both and they both work well. https://www.weavers.space/stacks/agent
